become due and payable, and also in addition thereto, the
said County Commissioners shall levy annually a tax upon
the assessable property of said County sufficient to pay
and retire all of said bonds as they shall mature, and the
said County Commissioners hereby are empowered to
utilize for the payment of any such interest or principal
any part, not previously pledged, of any monies received
from the State of Maryland under the provisions of Sec-
tion 215 of Article 77 of the Annotated Code of Maryland
(1951 Edition) as said section may be amended from time
to time, providing for an Incentive Fund for school build-
ings.

SEC. 6. And be it further enacted, That the bonds au-
thorized by this Act shall be sold or offered for sale in the
manner prescribed by Sections 33 and 34 of Article 31 of
the Annotated Code of Maryland (1951 Edition), as said
sections may be amended from time to time.

SEC. 7. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

(House Bill 328)

AN ACT to add four new sections to the Code of Public
Local Laws of Anne Arundel County (1947 Edition),
being Article 2 of the Code of Public Local Laws of
Maryland, said new sections to be known as Sections
78A, 78B, 78C and 78D, to be under a new sub-title
"Board of Recreation and Parks", and to follow imme-
diately after Section 78 of said Code providing for a
Board of Recreation and Parks, relating to the duties
