AN ACT to add a new section to Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Carroll County", sub-title "Westminster", said new sec-
tion to be known as Section 532A and to follow immedi-
ately after Section 532 of said Article, authorizing the
Mayor and Common Council of Westminster to levy and
collect a special tax to be used for the maintenance and
operation of the Davis Library, Inc., a free public
library.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 7 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Carroll County", sub-title "West-
minster", said new section to be known as Section 532A,
to follow immediately after Section 532 of said Article, and
to read as follows:

532A. The Mayor and Common Council of Westminster
is authorized to levy and collect a special tax not to exceed
in any one year two cents on the one hundred dollars on
all property liable to assessment and taxation by the Mayor
and Common Council of Westminster, as it may consider
necessary towards the cost of the maintenance and opera-
tion of the Davis Library, Inc., a free public library in
Westminster. All moneys realized from said tax shall be
held by the Mayor and Common Council of Westminster
in a special fund to be known as the Library Fund, and
shall be used for no other purposes than those herein speci-
fied. All payments out of said fund to said Library shall
be within the discretion of the Mayor and Common Council
of Westminster, and the said Library shall furnish from
time to time such financial statements and other informa-
tion as may be requested by the Mayor and Common Coun-
cil of Westminster.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
