AN ACT to repeal Sections 489 to 505, inclusive, of Article
7 of the Code of Public Local Laws of Maryland (1930
Edition), title "Carroll County", sub-title "Union
Bridge", and to enact in lieu thereof ten new sections
to be known as Sections 489 to 498, inclusive, of said
Article and to follow immediately after Section 488 of
said Article, authorizing and empowering the Mayor
and Common Council of Union Bridge to construct,
establish, maintain in good working order and operate
a sewerage system in the Town of Union Bridge and
a sewage treatment plant within or without the cor-
porate limits of said Town, to borrow upon the faith
and credit of said Town a sum or sums of money not
exceeding in the aggregate $400, 000 and to issue bonds
for the same and to use the proceeds thereof for the
purpose of financing, designing, constructing, establish-
ing, maintaining in good working order and operating
a sewerage system and sewage treatment plant and
acquiring land or any interest therein for such pur-
poses and paying certain expenses with respect to the
issuance of said bonds and paying interest on said
bonds during such construction, and to levy annually
upon all assessable property in said Town and to collect
such tax thereon as shall be necessary to pay the interest
on all outstanding bonds and to pay and retire all bonds
as they mature without regard to any limitation on the
taxing powers of said Town; and providing for the
acquisition, construction, operation and maintenance of
said sewerage system and sewage treatment plant and
the land or interest therein necessary therefor and the
connection with said sewerage system by abutting prop-
erty owners; and exempting this Act and the bonds
issued thereunder from the provisions of Sections 32,
33 and 34 of Article 31 of the Annotated Code of Mary-
land (1951 Edition); authorizing the Mayor and Com-
mon Council of Union Bridge to levy, impose and collect
connection charges, front foot assessments and/or
sewer service charges on property abutting on or using
said sewerage system; and providing for a referendum
thereon.
