amount to be advanced, the fund from which the advance
is made and providing for the repayment, within a year
after the date of such warrant, of each such advance to or
from the said funds segregated hereunder, and provided
further that nothing herein contained shall enlarge or
abridge the power of the County Commissioners to transfer
funds to and from departments and purposes other than
the said listed activities and the said funds segregated
hereunder.

Except as herein specifically provided and except as may
be provided in any act establishing sanitary districts in
Harford County and providing for special taxation in such
districts, the rate of taxation shall be uniform after Decem-
ber 31, 1953, on all property subject to taxation at a rate
fixed by the County Commissioners of Harford County
without any^ distinction as to the location of property
within or without the city or incorporated towns and any
and all laws to the contrary heretofore passed shall be and
the same hereby are repealed to the extent inconsistent
herewith.

466D. With the written approval of the County Com-
missioners, funds appropriated for a particular use of a
county agency may be expended for another use of the
same agency, but no county agency may expend, in the
aggregate, in any fiscal year, more than the total amount
appropriated to such agency under the budget, except as
hereinafter provided. Upon the application of any county
agency to the County Commissioners, said Commissioners
may increase the appropriation for such agency by trans-
ferring thereto a part or all of any other amounts appro-
priated to any other county agency, by appropriating
thereto a sum or sums from the Contingent Fund, or
revenues received in excess of estimates. The consideration
of any such application shall be had at a regular session
of the County Commissioners, and the action of the County
Commissioners shall be evidenced by a written order signed
by a majority of said Commissioners. Nothing herein con-
cerning the transfer of funds shall apply to the listed
activities in Section 466C of this Article.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
