(1) Maintenance, care, repair and construction of roads
and bridges outside the boundaries of said city and incor-
porated towns.

(2) All expenses of the County Highways Department
and Roads Engineer including their pro rata share of any
advertising done under contract and including all sums
allotted for the payment of pensions and employment bene-
fits for personnel of the Highway Department.

(3) The cost of all road and highway lighting outside
the boundaries of said city and incorporated towns.

(4) The costs of the construction, acquisition and main-
tenance of dumps for the use of non-residents of said city
and incorporated towns.

The County Commissioners of Harford County are
hereby relieved of any responsibility for the maintenance,
care, repair or construction of any roads, streets, alleys or
bridges and from providing street lighting within the
boundaries of said city or incorporated towns, and said
city and incorporated towns shall maintain and provide
such services within their boundaries and shall also provide
for the disposal of the trash and refuse of their respective
residents.

After having fixed a County wide rate as above, the
County Commissioners of Harford County shall then levy
an additional tax on property outside the said city and
incorporated towns sufficient to satisfy the appropriations
for the above listed activities outside the said city and
incorporated towns, after first applying to such appropria-
tions all other anticipated revenue required to be spent on
any of said listed activities and any^ surplus resulting from
any such prior additional tax (levied for any year begin-
ning after January 1, 1953) or other revenue required to
be spent on any of such listed activities. All sums collected
from such additional tax together with all other revenues
dedicated or allocated to any one or more of such listed
activities shall be kept and deposited by the Treasurer and
the County Commissioners of Harford County in a special
bank account, or accounts separate and apart from all
other funds and no part of the funds so directed to be
segregated for said listed activities shall be spent for any
purpose other than the said listed activities provided how-
ever that the County Commissioners may, to avoid the
necessity of borrowing for current operations, advance
money to or from said funds segregated hereunder by a
warrant signed by a majority of the board stating the
