11 (k-1) be and it is hereby added to said Article and
sub-title, said new section to follow immediately after Sec-
tion 11 (k) thereof; and that Sections 60 (o) and 145 (b)
of said Article, sub-titles "Procedure for Issue of Licenses"
and "Boards of Licensed Commissioners", be and they are
hereby repealed and re-enacted, with amendments, and all
to read as follows:

(m) (Exceptions. ) This section shall not apply to Balti-
more City, nor to Baltimore, Caroline, Dorchester, Fred-
erick, Harford, [Queen Anne's, ] Somerset, and Talbot
Counties, in all of which jurisdictions such licenses shall
not be issued.
(k-1) (Queen Anne's County. ) In Queen Anne's County
the annual license fee for such a license shall be Seventy-
five Dollars ($75. 00).

(o) (Queen Anne's County. ) In Queen Anne's County
the Clerk shall account for [any] and pay to the County
Commissioners within five days following payment, all
license fees received by him, less a fee of [Fifty Cents]
One Dollar for each license OF THE AMOUNTS SO
RECEIVED BY THE BOARD OF COUNTY COMMIS-
SIONERS OF QUEEN ANNE'S COUNTY, THE SUM
OF TWENTY FIVE HUNDRED DOLLARS ($2, 500. 00),
OR SO MUCH THEREOF AS MAY BE RECEIVED,
SHALL FIRST BE PAID ANNUALLY TO THE TOWN
COMMISSIONERS OF CENTREVILLE. SUCH PAY-
MENT TO THE TOWN OF CENTREVILLE SHALL BE
PAID ON OR BEFORE JUNE 1 IN EACH AND EVERY
YEAR. THE BOARD OF COUNTY COMMISSIONERS
SHALL RETAIN, FOR THE GENERAL PURPOSES
OF THE COUNTY, ANY SUM IN EXCESS OF TWEN-
TY FIVE HUNDRED DOLLARS ($2, 500. 00) SO RE-
CEIVED IN ANY YEAR.

(b) The State Appeal Board shall act in place of a
county board of license Commissioners in [Queen Anne's
and] Somerset [Counties. ] County.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
