SEC. 4. And be it further enacted, That the bonds
authorized by this Act shall be sold or offered for sale in
the manner prescribed by Sections 33 and 34 of Article
31 of the Annotated Code of Maryland (1951 Edition),
as said sections may be amended from time to time.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

AN ACT to repeal Section 37 and Section 58 (d) of Article
2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages", sub-titles "Local Licenses
and License Provisions" and "Procedure for Issue of
Licenses"; to repeal and re-enact, with amendments,
Section 11 (m) of said Article, sub-title "Beer Licenses";
to add Section 11 (k-1) to said Article and sub-title, said
new section to follow immediately after Section 11 (k)
thereof; and to repeal and re-enact, with amendments,
Sections 60 (o) and 145 (b) of said Article, sub-titles
"Procedure for Issue of Licenses", and "Boards of Li-
censed Commissioners", generally amending the alcoholic
beverages laws applicable in Queen Anne's County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 37 and Section 58 (d) of Article 2B of the
Annotated Code of Maryland (1951 Edition), title "Alco-
holic Beverages", sub-titles "Local Licenses and License
Provisions" and "Procedure for Issue of Licenses", be and
they are hereby repealed; that Section 11 (m) of said
Article, sub-title "Beer Licenses", be and it is hereby
repealed and re-enacted, with amendments; that Section
