evidence presented to the board in the proceeding before
it, together with a copy of its opinion which shall include
a statement of the facts found and the grounds for its de-
cision. [On petition of any party the Court of Appeals,
wherever special circumstances render it desirable and in
the public interest, may require by certiorari that any such
case be certified to it by the Circuit Court for review and
determination. ] Any party to the proceeding in the Cir-
cuit Court aggrieved by the decision of said Court may
appeal from such decision to the Court of Appeals within
30 days from the date thereof. The review proceedings
provided by this sub-section shall be exclusive.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 107)
AN ACT to repeal and re-enact with amendments, Section
29 of Article 43 of the Annotated Code of Maryland
(1951 Edition), title "Health", sub-title "Miscellaneous
Provisions", to remove the ban on the importation and
sale of birds of the psittacine family under certain con-
ditions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 29 of Article 43 of the Annotated
Code of Maryland (1951 Edition), be and the same is
hereby repealed and re-enacted with amendments, so as
to read as follows:
29. No person shall bring into the State of Maryland or
offer for sale, sell, give away or breed within the limits of
this State, parrots, parakeets, love birds, macaws, cocka-
toos, lories, lorikeets and other birds of the psittacine
family; [provided that under such rules and regulations
as the State Board of Health may duly pass, zoological
