of the Board of County Commissioners of Howard County,
and the other two shall be appointed by said Board of
County Commissioners. ] namely: a member of the Board
of County Commissioners of Howard County, and four
persons who shall be appointed by the said Board of
County Commissioners.
All members of the Commission
shall serve as such without compensation [. ], but shall be
entitled to reimbursement for their expenses in the per-
formance of their duties as such.
The term of the ex-officio
[members] member shall correspond to [their] his official
term. The terms of the other members shall be for a period
of five years or until their duly appointed successors take
office, except that the respective terms of the four members
first appointed shall be two, three, four and five years,
respectively. Appointed members may, after a public hear-
ing, be removed by said Board of County Commissioners
for inefficiency, neglect of duty, or malfeasance in office.
The Board of County Commissioners shall file a written
statement of reasons for such removal,
[coincide with the
terms of the ex-officio members, except that said other
members shall be subject to removal, without cause, at the
pleasure of the County Commissioners of Howard County. ]
Vacancies occurring otherwise than through the expiration
of term shall be filled for the unexpired term by said Board
of County Commissioners.

230-B. The Howard County Planning Commission shall
elect its chairman from amongst its appointed members
and create and fill such other of its offices as it may deter-
mine [. ], subject to the approval of the County Commis-
sioners.
The term of chairman shall be for a period of one
year, with eligibility for re-election. The Commission shall
hold at least one regular meeting a month, and it shall
adopt rules for transaction of business and shall keep a
record of its resolutions, transactions, findings, and deter-
minations, which record shall be a public record.

230-C. The Commission may appoint, or employ, and
provide for the compensation of, such employees as it may
deem necessary for its work, including a Planning Com-
missioner, who may be the same person as the Zoning
Commissioner, subject, however, to the approval of the
County Commissioners of Howard County;
and the said
Commission shall
confer such duties, powers and authority
upon him as may be necessary and advisable for the proper
administration of this sub-title, including the power to
summons and compel the attendance of witnesses. The
Commission may also contract, subject to the approval of
