pal corporation as created by this Act to every intent and
purpose as heretofore.
SEC. 2. And be it further enacted, That all Acts or parts
of Acts, amending or constituting in any way a part of the
Charter of the Town of Westernport, be and the same are
hereby repealed.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

(House Bill 60)
AN ACT to repeal Chapter 332 of the Acts of the General
Assembly of Maryland of 1951, said Act authorizing
the Burgess and Commissioners of the town of Woods-
boro to borrow a sum of money, to validate any acts done
in pursuance of said Chapter 332 of the Acts of 1951,
and to authorize the Burgess and Commissioners of
Woodsboro in Frederick County to borrow not exceeding
$100, 000. 00 on the faith and credit of said town and to
issue bonds therefor for the purpose of constructing and
installing a water supply system for said town.
WHEREAS, by Chapter 332 of the Acts of 1951 the Bur-
gess and Commissioners of the town of Woodsboro in
Frederick County were authorized to borrow not exceed-
ing $100, 000. 00 for the purpose of constructing and in-
stalling a water supply system for said town; and
WHEREAS, in Section 5 of Chapter 332 of the Acts of
1951 it was provided that before any bonds should be
issued under the provisions of that Act, the question should
be submitted to a referendum of the qualified voters of the
town; and
