SEC. 9. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths (3/5) of all the members elected to each of
the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sec-
tion 39 of the Code of Public Local Laws of Baltimore
County (1948 Edition), being Article 3 of the Code of
Public Local Laws of Maryland, title "Baltimore
County", sub-title "County Commissioners", as said sec-
tion was amended by Chapter 717 of the Acts of 1949,
increasing the salary of the President and the other
members of the Board of County Commissioners of Bal-
timore County beginning December 1, 1954.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 39 of the Code of Public Local
Laws of Baltimore County (1948 Edition), being Article 3
of the Code of Public Local Laws of Maryland, title "Balti-
more County", sub-title "County Commissioners", as said
section was amended by Chapter 717 of the Acts of 1949,
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
39. There shall be three County Commissioners of Balti-
more County who shall hold office for the term of four
years and shall be eligible for re-election. During the term
of the present incumbents that one of the County Commis-
sioners who is designated as President of the Board of
County Commissioners shall receive an annual salary of
Fifty-four Hundred Dollars ($5, 400), and the other two
County Commissioners shall receive an annual salary of
