tenders the Town shall specifically reserve the right in its
sole discretion to determine which it shall accept as well as
the right to refuse any and all such tenders. Such
solicitation of tenders may be made either by publica-
tion of notice thereof in such form and manner as the
Town shall determine or such solicitation may be made by
the employment of one or more persons qualified to obtain
tenders of such bonds privately. In any such solicitation
the Town shall specifically provide that all such tenders
shall be sealed and that on a day certain, named in such
solicitation, the Town will open such sealed tenders and
determine which, if any, it will accept.
SEC. 8. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 110
(Senate Bill 26)
AN ACT to repeal Sub-section (e) of Section 90 of Article
661/2 of the Annotated Code of Maryland (1951 Edition),
title "Motor Vehicles", sub-title "Administration—Regis-
tration—Titling", said section relating to applicants for
driving licenses who are unable to read English.
WHEREAS, Section 87 of this Article prohibits the De-
partment of Motor Vehicles from issuing a driving license
to any person who is unable to understand street and high-
way warning and direction signs written in the English
language; and
WHEREAS, Section 90 (e) provides for a restricted license
which requires such operator to be accompanied on driving
