interest from the proceeds of ad valorem taxes levied
without limitation as to rate or amount on all assessable
property in said Town, notwithstanding any other statu-
tory limitation on such taxes; to authorize the Commis-
sioners of Delmar, Maryland to enter into all appropriate
agreements with the Town of Delmar, Delaware neces-
sary to the proper joint construction and joint use of
said outfall sewer; approving the submission of the ques-
tion of the issuance of said bonds to a referendum of the
qualified voters of Delmar and empowering the Commis-
sioners of Delmar, Maryland, as a part of the financing
of said outfall sewer, to reduce its outstanding indebted-
ness by solicitation of tenders for the redemption of out-
standing sewer bonds of the Town from the proceeds of
the sinking fund accumulated for the retirement of said
bonds:
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Commissioners of Delmar, Maryland
(hereinafter referred to as "The Town") is hereby author-
ized and empowered to construct, or to join with the Town
of Delmar, Delaware in the construction of a new outfall
sewer, to replace the existing sewer, such authority hereby
conferred including authority to pay for designs, plans
and specifications, easements or rights of way, ap-
propriate connections or leads into said sewer, necessary
surface or underground pumping facilities and necessary or
appropriate facilities on the site of the sewage treatment
plant. The Town is hereby granted the authority to employ
engineers to design and supervise said installation and to
permit the construction thereof either within or outside the
corporate limits of the Town or beyond the boundaries of
the State of Maryland and the Town is hereby further
authorized to enter into a contract or agreement with the
appropriate officials of the Town of Delmar, Delaware
covering all details in connection with the construction and
use of said outfall sewer and appurtenances, including pay-
ment of the cost of construction, provided, however, that
all designs, plans and specifications for such construction
shall first be approved by the State Board of Health of
Maryland and provided further that said sewer shall be
so constructed as to permit the discharge therein of sewage
from the Town.
SEC. 2. And be it further enacted, That in order to en-
able the Town to finance all, or its share of, the cost of
constructing said outfall sewer and appurtenances, the
Town is hereby authorized and empowered at one time and
