To the Clerk of the Court of Appeals:

I, JOHN R. REEVES, SECRETARY OF STATE OF THE STATE OF
MARYLAND, pursuant to the direction contained in Section
203 of Article 33 of the Code of Maryland (1947 Edition)
DO HEREBY CERTIFY, That at an election held on May 14, 1951,
an Act known as Chapter 106 of the Acts of the General
Assembly of 1951, was submitted to the voters of the Town
of Bowie, Prince George's County, for their adoption or
rejection, under the provisions of Chapter 106 of the Acts of
1951, said Act being:

"An Act providing for the appointment of a Board of
Elections Supervisors, the duties connected there-
with, the qualifications of voters of the Town of
Bowie and the election of Commissioners".

AND I DO CERTIFY, That at said election 46 votes were cast
in favor of the adoption of Chapter 106 of the Acts of 1951
and 73 votes were cast against the adoption of the said Act;
and a majority being cast against the adoption of Chapter
106 of the Acts of 1951, it has therefore failed of ratifica-
tion.
