(1951 Edition). This bill amends Section 322 of Article
27 and authorizes a prize of $100. 00 in Baltimore City "in
any one game or spin by such devices as are commonly
designated as paddle wheels or wheels of fortune". In my
opinion it would not be wise or in the best interest of the
public to enlarge the authorized prize limit of these gambling
wheels. To do so might very well encourage attempts at
operation of such games by undesirable elements under the
guise of a charitable cause, as occurred with Bingo several
years ago. Such a result would obviously do injury to
legitimate charitable causes which the bill was actually
intended to aid.
Therefore, since the bill serves no useful public purpose
and does not accomplish the intention of the sponsors, it is
hereby vetoed.

Dear Mr. Speaker:
House Bill No. 768, which I am returning herewith as
vetoed, would make it unlawful to use drifting gill nets in
the Patuxent River south of the Patuxent River Bridge.
The restriction does not apply in the waters north of the
bridge. I have been unable to ascertain any reasonable re-
lation between the arbitrary dividing line established by this
Bill and true conservation practices. If it is desirable to
eliminate the use of drifting gill nets in the Patuxent River,
no discernible basis appears for not applying the restriction
both north and south of the Patuxent River Bridge.
