Dear Mr. Speaker:
I am returning herewith House Bill No. 698, without my
approval. This bill purports to require the Sheriff of Cecil
County to keep a record of all persons to whom he has issued
a badge as a Deputy Sheriff, and to file a list of same in the
office of the Clerk of the Court and State's Attorney. The
State's Attorney of Cecil County disapproves of this bill as a
useless piece of legislation, "because the present law now
requires that the names of all Deputies and Constables be
filed by the Clerk of the Court and kept by him in a record
which is open to public inspection".
I concur with the suggestion that it is unnecessary to
clutter the statute books with such a bill which accomplishes
no useful purpose.

Dear Mr. Speaker:
I am returning herewith without my approval House Bill
No. 757. The bill has been familiarily referred to as the
"Bingo Bill". I am informed that the definite intention of
the sponsors of this legislation was to amend the statutory
limitation on prizes awarded in Bingo games. Unfortun-
ately, this bill wholly fails to accomplish the objective de-
sired. The $15. 00 limitation on Bingo is to be found in Sec-
tion 325 of Article 27 of the Annotated Code of Maryland
