HOUSE BILL NO. 596

Dear Mr. Speaker:


House Bill No. 596 would authorize extension of the
boundaries of Leonardtown two miles in any direction. This
is an extremely broad authority which could be exercised
in the future to affect many persons whose opportunity to
object would be foreclosed.

As to all bills presented to me for the extending of cor-
porate limits of municipalities where no referendum pro-
vision is included, I have attempted to ascertain definitely,
insofar as possible, that the persons to be affected desired
the change. In every instance the areas to be affected have
been relatively small and the wishes of those to be affected
reasonably ascertained. The Senator from St. Mary's
County agrees that such is not the case with this Bill, and
I am returning same herewith as vetoed.
