Dear Mr. Speaker:
I am returning herewith without my approval House Bill
No. 534, which provides for payment of a pension to Mr.
John W. Mike, a former officer of the Baltimore City Police
Department. The Police Commissioner of Baltimore City
has recommended veto of the bill and Mayor D'Alesandro
concurs in this request. A review of the departmental
record of Mr. Mike, which has been submitted to me, shows
no evidence of any error in connection with his dismissal
from the Force, nor is any such contention made in his
behalf.
I have this day also vetoed House Bill No. 192 providing
special pension treatment for a single individual, and refer-
ence is made to that veto message for the basic objections
to the instant bill. These objections are the special treat-
ment accorded a single individual different from all others
similarly situated under the general provisions of the police
pension law, and the unwiseness of legislative interference
with the exercise of sound administrative discretion in the
operation of the Baltimore City Police Department.

Dear Mr. Speaker:
I have today vetoed House Bill No. 537, which is returned
herewith. This bill would direct the County Commissioners
of Anne Arundel County to pay pensions for a limited
period of time to certain named individuals. I am informed
that no reason exists for giving special treatment to these
named individuals, which is not accorded to others. It is,
therefore, not in accordance with sound administrative
