Dear Mr. President:
I am returning Senate Bill No. 454 without my approval.
This bill would except a number of Counties from the pro-
visions of Sub-section C of Section 195 of Article 66C of the
Annotated Code of Maryland (1951 Edition), Title "Natural
Resources", Sub-title "Deer". At present this sub-section
makes it unlawful to use a dog in hunting deer and author-
izes the killing of a dog found pursuing deer. The bill
would wholly exempt certain Counties from the provisions of
this sub-section, while in other Counties, law enforcement
officials would be authorized to kill dogs pursuing deer.
I am advised by State game authorities that it would be
unwise to legalize the use of dogs for hunting deer in the
sub-divisions enumerated in the bill. Farmers and sports-
men have also requested veto of this bill.

Dear Mr. President:
Senate Bill No. 469 provides that the State Roads Com-
mission shall not at any time designate as a "controlled
access arterial highway" or as an "expressway" as same are
defined in Article 89B of the Annotated Code of Maryland
(1951 Edition) any part of U. S. Route 301, commonly
known as the Grain Highway, between Glen Burnie and the
Morgantown Bridge, or any part of Route 5 from Woods
Corner to the point of its intersection with U. S. Route 301.
I am informed by the State Roads Commission that prior
to the introduction and passage of this Bill, considerable
right of way has been acquired for the proposed reconstruc-
