(House Bill 789)
AN ACT to repeal and re-enact, with amendments, Section
413 (b) of Article 43 of the Annotated Code of Maryland
(1951 Edition), title "Health", sub-title "Water and/or
Sewer Authorities", providing that in the town of Middle-
town in Frederick County no bonds shall be issued under
the authority of said sub-title unless the question of
issuing such bond has been submitted to the registered
voters therein and relating generally to the procedure
for such referendum.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 413 (b) of Article 43 of the Anno-
tated Code of Maryland (1951 Edition), title "Health",
sub-title "Water and/or Sewer Authorities", be and the
same is hereby repealed and re-enacted with amendments,
to read as follows:

(b) Provided, however, that in Dorchester County, and
in the town of Middletown in Frederick County, no bonds
shall be issued under the authority of this sub-title unless
the question of issuing such bonds shall have been submitted
to the registered voters within the geographical limits of
the said Authority [, ]. The County Commissioners of the
County and/or the Mayor and City Council by whatever
name known of any municipal corporation within Dor-
chester County and in the town of Middletown in Fred-,
erick County, and/or the Board of Election Supervisors of
Dorchester County and Frederick County shall do such
things as are necessary and proper to submit said question
to a referendum of the said voters. Persons qualified to
vote at any such referendum shall be those who live within
the geographical area of the said Authority and who are
duly qualified and registered voters for County and State
elections in said part of Dorchester County and in the town
of Middletown in Frederick County. The date for the said
referendum shall be set by the Board of the Authority and
except as in this sub-title otherwise provided, said refer-
endum shall be conducted agreeable to the general pro-
