Sec. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
(C) ON OR AFTER JUNE 1, 1953, NO TAX SHALL
BE LEVIED OR IMPOSED BY THE COUNTY COM-
MISSIONERS OF BALTIMORE COUNTY PURSUANT
TO ANY OF THE PROVISIONS OF THIS ARTICLE
UNLESS THE LEVY OR IMPOSITION OF SAID TAX
IS ADVERTISED FOR THREE CONSECUTIVE
WEEKS IN TWO NEWSPAPERS PUBLISHED IN
BALTIMORE COUNTY AND HAVING A GENERAL
CIRCULATION IN SAID COUNTY. AFTER SAID
ADVERTISING A PUBLIC HEARING SHALL BE
HELD BY THE COUNTY COMMISSIONERS OF BAL-
TIMORE COUNTY CONCERNING THE LEVY AND
IMPOSITION OF SAID TAX. THE PROVISIONS OF
THIS SUB-SECTION SHALL NOT APPLY TO ANY
TAX LEVIED AND IMPOSED PRIOR TO JUNE 1,
1953.
SEC. 2. AND BE IT FURTHER ENACTED, THAT
THIS ACT SHALL TAKE EFFECT JUNE 1, 1953.

(House Bill 236)
AN ACT to add a new section to Article 66½ of the Anno-
tated Code of Maryland (1951 Edition), title "Motor
Vehicles", said new section to be known as Section 118A,
to follow immediately after Section 118 thereof and to
be under the sub-title "Motor Vehicle Financial Responsi-
bility"; to repeal and re-enact, with amendments, Sec-
tions 42 to 47, inclusive, of Article 88B of said Code, title
"State Police", sub-title "Statistical Bureau"; to change
the caption of said sub-title "Statistical Bureau" so that
the same shall be "Central Accident Records Bureau";
and to add a new section to said sub-title, said new sec-
tion to be known as Section 47A and to follow imme-
