lation or any new regulation or any change in the number,
shape, boundary or area of the districts or of any district
or any repeal or abolition of any map or any part thereof
or any addition to any map or any new map or any other
change in the map or maps; and for the purpose of this
and other sections of this Act the words "regulate", "regu-
lation" or "regulations" shall be deemed to include "re-
strict", "restrictions", "limit", "limitations", "prohibit",
and "prohibitions, "

SEC. 12 11. And be it further enacted, That none of the
provisions of any other public general law governing the
preparation and filing of budgets by agencies of the State
of Maryland shall be applicable to the budget procedure of
the Maryland-National Capital Park and Planning Com-
mission, but the budget programs and procedures hereto-
fore followed by said Commission are hereby ratified and
confirmed and approved for use by said Commission here-
after, together with such improvements therein as shall,
in the discretion of said Commission, be necessary or
appropriate in the public interest, and, to that end, said
Commission is hereby expressly directed to hold, in the
months of March or April, of each year two public hearings
on the budget proposed to be adopted by it for its fiscal
year beginning May 1, of each such year, one such public
hearing to be held in Prince George's County and one such
hearing to be held in Montgomery County, after giving at
least ten (10) days notice of such hearings, in each in-
stance, by publication in a newspaper or newspapers
having a general circulation in the County where such
hearing is held.

SEC. 13 12. And be it further enacted, That the provi-
sions of this Act are severable, and it is the intention to
confer the whole or any part of the powers herein provided
for, and if any of the provisions of this Act shall be held
unconstitutional by any court of competent jurisdiction,
the decision of such court shall not affect or impair any
of the remaining provisions of this Act. It is hereby
declared to be the legislative intent that this Act would
have been adopted had said unconstitutional provisions not
been included therein.

SEC. 14 13. And be it further enacted, That this Act
shall take effect June 1, 1953, except Section 4 hereof,
which shall take effect June 1, 1954.
