this section of this Act, the Board of County Commission-
ers of Anne Arundel County shall proceed in the manner as
now provided by Article 33A of the Annotated Code of
Maryland (1951 Edition).
SEC. 2. And be it further enacted, That the Board of
County Commissioners of Anne Arundel County may pre-
pare, as soon as it deems it expedient, such plan or plans
as in its judgment is necessary or required, for the control
and disposition of surface waters within the limits, or any
part of, Anne Arundel County, and shall thereupon divide
said County, or any part thereof, into drainage areas which
shall be determined, as near as may be, by topography or
by the natural flow of surface waters.
SEC. 3. And be it further enacted, That the Board of
County Commissioners of Anne Arundel County may de-
termine, upon petition of any property owner or owners in
the drainage areas fixed in accordance with Section 2 of
this Act, or upon its own motion, that one or more drainage
areas within the limits of Anne Arundel County, in the
interest of the public health, welfare and safety, is in need
of a storm water or surface water drainage system. After
having made said determination, the Board of County Com-
missioners of Anne Arundel County shall advertise in not
less than two issues of at least two newspapers published
in Anne Arundel County, that the Board of County Com-
missioners of Anne Arundel County has proposed to con-
struct in the area determined upon, or in part thereof, a
storm water or surface water drainage system. Such
advertisement shall give the approximate cost of the con-
struction of the storm water or surface water drainage
system to be built and the general area in which such sys-
tem is to be installed. Such advertisement shall advise
those persons interested that a hearing will be held by
the Board of County Commissioners of Anne Arundel
County at a time and place named in said advertisement at
which all interested parties may be present and will be
heard. The Board of County Commissioners of Anne
Arundel County shall be prepared to exhibit at such hear-
ing a plan for said drainage area and a general plan for
the storm water or surface water drainage system to be
installed therein, including the length and size of pipes and
such other technical information which may be necessary
to inform generally any person or persons of the extent and
nature of the storm water or surface water drainage sys-
tem to be constructed. In addition to such plans, the Board
of County Commissioners of Anne Arundel County, shall
