plan for the control and disposition of surface waters in
Anne Arundel County; authorizing and empowering said
Board to establish drainage areas in which any storm
water or surface water drainage system is to be in-
stalled; authorizing the construction of storm water or
surface water drainage systems in established drainage
areas; authorizing and empowering said Board to borrow
money and issue bonds for the purpose of providing
funds for the construction of such storm water or sur-
face water drainage systems, and in conjunction there-
with establishing the method of issuing such bonds,
specifying the type or types of bonds to be issued, stating
the sources of revenue from which such bonds are to be
retired, empowering said Board to levy, impose and fix
taxes to provide funds for the payment of the maturing
principal and interest on said bonds, exempting such
bonds from State, county and municipal taxation, all as
more particularly set forth in Section 5 of this Act to
which reference is hereby specifically made; providing
that the power to borrow money and to issue bonds for
the purposes set forth in this Act shall be a continuing
power, with certain specified exceptions as set forth in
Section 6 of said Act; authorizing and empowering said
Board to levy a special assessment to be known as a
drainage system assessment to be imposed on property in
drainage areas, the proceeds of which are to be used to
pay the maturing principal and interest on the bonds
issued under the terms of this Act.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Board of County Commissioners of
Anne Arundel County is hereby authorized, when in its
judgment it is deemed expedient or necessary, to plan, de-
sign, construct, maintain and operate a system for the
control and disposition of surface waters, including storm
water drainage, within the limits of Anne Arundel County,
and for such purpose, the Board of County Commissioners
of Anne Arundel County shall use and exercise all of the
power and authority heretofore given to it by law for the
construction and maintenance of its roads, ways, alleys,
curbs, sidewalks and gutters. In addition to the powers
heretofore conferred and herein expressly referred to, the
Board of County Commissioners of Anne Arundel County
shall have the power of condemnation, which power is
hereby expressly granted, said power to be used by the
Board of County Commissioners of Anne Arundel County
if and when necessary, for the furtherance of the purposes
of this Act. In the condemnation of property authorized by
