tem and sewage treatment plant and to make such con-
tracts containing such terms, provisions and conditions as
in the discretion of the Town Commissioners of the Town
may be necessary, proper or advisable for the purpose of
obtaining or securing such grants or financial assistance
from such governmental body or agency thereof willing to
extend the same in furtherance of any of the purposes of
this Act.

SEC. 8. And be it further enacted, That any and all laws
or parts of laws or any part or parts of the Charter of the
Town conflicting in any way herewith are hereby repealed,
with respect to the authority hereby granted, to the extent
of such conflict, and except as herein provided, none of the
limitations or restrictions on the powers of the Town to
borrow money, to levy taxes or to issue and sell bonds con-
tained in its Charter or in any other law which limits, re-
stricts or affects the powers herein granted, shall be ap-
plicable hereto.

SEC. 9. And be it further enacted, That the Town Com-
missioners of the Town be and they are hereby authorized
and empowered to do all acts and things necessary to issue
and sell said bonds and to do all things necessary to carry
out the purposes of this Act, even though the same may not
be specifically mentioned herein or in the Charter of the
Town or in any other Act relating to the Town.

SEC. 10. And be it further enacted, That this Act shall
not become effective until it shall first be submitted to the
legally qualified voters of the Town of La Plata at an elec-
tion to be held in said Town in July, 1953, on a date to be
determined by the Town Commissioners of La Plata. There
shall be printed on the ballot to be used at said election the
title of this Act and underneath the said title, on separate
lines, a square or box or lever to the right of and opposite
the words "For Sewerage Bond Issue, " and a correspond-
ing square or box or lever to the right of and opposite the
words "Against Sewerage Bond Issue, " so that the voters
shall be able to designate his or her decision for or against
said Act. If a majority of the votes cast at said election
shall be "For Sewerage Bond Issue, " then this Act shall
immediately become effective, but if a majority of the
votes cast at said election shall be "Against Sewerage
Bond Issue, " then this Act shall be of no effect and shall be
null and void.
