under Chapter 427 of the Acts of the General Assembly of
Maryland of 1949, upon the taking over of the roads in
Wicomico County from the State Roads Commission, shall
vest in the County Roads Board.
249. Anything in this Act or in law to the contrary
notwithstanding, said County Roads Board shall have full
power and authority in every respect over the public roads,
bridges, drains, water courses, public landings, culverts,
ferries and curbing and guttering in the County, including
the power of condemnation now or hereafter available to
the County Commissioners of Wicomico County, Maryland
under any public general or public local laws, including
the power to make all rules and regulations necessary to
carry out the provisions of this sub-title, to make contracts,
to deal with employees, to purchase and use all necessary
buildings, land and equipment, and to pass ordinances after
reasonable public advertisement of them and public hear-
ing thereon, setting up enforcement and penal provisions
for violations of the rules and regulations and ordinances
of said Board relating to the use of any such roads,
bridges, drains, water courses, public landings, culverts,
ferries, curbs and gutters.
250. (Saving Clause) If any clause, sentence, part or
parts of this Act, or of any section thereof shall be held
unconstitutional, such unconstitutionally shall not affect
the validity of the remaining parts of this Act or of any
section thereof. The Legislature hereby declares that it
would have passed the remaining parts of this Act or any
section thereof, if it had known such clause, sentence, part
or parts or any section thereof should be declared uncon-
stitutional.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
