tion to the vote of the voters in said city as provided for
in Section
341-16 is employed.

E. Any interested person feeling aggrieved by the levy-
ing of any special assessment under the provisions of this
section may have the right to appeal to the Circuit Court
for Anne Arundel County within 15 days after the levying
of any assessment by the Council.

F. The Council shall determine and prescribe for the
manner and time over which the payments are to be made,
not to exceed ten years. Interest may be charged on de-
linquent installments at a rate to be determined by the
Council.

G. All special assessments shall be billed and collected
by the Clerk-Treasurer.


SPECIAL ASSESSMENT BONDS

341-61. The city shall have the power to borrow money
in anticipation of the collection of special assessments and
to issue special assessment bonds as evidence of such bor-
rowing. All special assessment bonds issued under the pro-
visions of this section shall be general obligations of the
city but shall be payable first from the proceeds of the
special assessment. If the proceeds from special assess-
ment are not sufficient to pay the principal and interest
on these bonds as they fall due, the Council shall be required
to make up the deficiency from the general revenues of the
city. Special assessment bonds shall be issued for a period
of time no longer than will be necessary to collect the special
assessments. Special assessment bonds may be issued by
the Council in an amount not to exceed $50, 000. 00. The
Council shall have the power and shall be required to pro-
vide by ordinance for the issuing of special assessment
bonds in all respects not covered by this charter.


ARTICLE X

CITY PROPERTY
Acquisition, Possession, and Disposal:

341-62. The city may acquire real, personal, or mixed
property within the corporate limits of the city for any
public purpose by purchase, gift, bequest, devise, lease, con-
demnation, or otherwise and may sell, lease, or otherwise
dispose of any property belonging to the city.
