cast for each candidate or question. Within twenty-four
hours the Board of Supervisors of Elections shall deter-
mine the vote cast for each candidate or question and shall
certify the results of the election to the Clerk of the city
who shall record the results in the minutes of the Council.
The candidate for Mayor with the highest number of votes
shall be declared elected Mayor. The candidate for Council-
man at large with the highest number of votes shall be
declared elected Councilman at large, and the candidate
for Councilman for each Ward having the highest number
of votes within his respective Ward shall be declared
elected Ward Councilman. In case of tie vote a run-off
election of tied office shall be provided after

Preservation of Ballots:

341-29. All ballots used in any city election shall be
preserved for at least three months from the date of the
election.

Vacancies:

341-30. In case of a vacancy on the Council for any
reason, the remaining members of the Council shall elect
some qualified person to fill such vacancy for the unexpired
term. In case of a vacancy in the office of Mayor, for any
reason, the Councilman at large shall succeed thereto for
the remainder of the unexpired term. Any vacancies on
the Council shall be filled by the favorable votes of a
majority of the remaining members of the Council. The
results of any such votes shall be recorded in the minutes
of the Council.

Regulation and Control:

341-31. The Council shall have the power to provide by
ordinance in every respect not covered by the provisions
of this charter for the conduct of registration, nomination,
and town election and for the prevention of fraud in con-
nection therewith, and for a recount of ballots in case of
doubt or fraud.

Penalties:

341-32. Any person who fails to perform any duty re-
quired of him under the provisions of Sections
341-24
through 341-31 or any ordinance passed thereunder, in any
manner wilfully or corruptly violates any of the provisions
