to retain such qualifications shall constitute a vacancy. The
absence of any Councilman from meetings of the Council
for a period of three consecutive months shall constitute a
vacancy, unless the Council at the first regular meeting of
the fourth month adopts a resolution that there were valid
excuses for all absences.
Salary of Councilmen:
Councilmen shall not receive a salary for their services,
but shall be entitled to receive for traveling expenses a sum
not to exceed $50. 00 in any one year.
Meetings of Council:
341-6. The newly elected Council shall meet at 8: 00 P. M.
on the second Monday following its election for the purpose
of organization, after which the Council shall meet regu-
larly at such times as may be prescribed by its rules but
not less frequently than once each month. Special meet-
ings shall be called by the clerk upon the request of the
Mayor or a majority of the members of the Council. All
regular meetings of the Council shall be open to the public
and the rules of the Council shall provide that residents of
the town shall have a reasonable opportunity to be heard
at any meeting in regard to any matters pertaining to the
government of the town.
President of the Council:
341-7. The Mayor shall act as chairman of the Council
during his term, and shall have all the privileges of a Ward
Councilman in debate, but shall have no vote. The Council-
man at large shall, in the absence or inability of the Mayor,
preside at the meetings of the Council, and shall succeed to
the office of Mayor for the remainder of the term on the
occurrence of a vacancy in that office.
Quorum:
341-8. A majority of the total membership of the Council
shall constitute a quorum for the transaction of business,
and no ordinance shall be approved nor any other action
taken without the favorable votes of a majority of the total
membership of the Council.
Council to be Judge of qualifications of its members:
341-9. The Council shall be the judge of the election and
qualifications of its members.
