[1. Provide for a complete yearly audit of all County
funds, to be prepared by a firm of certified public account-
ants, the first of said audits to be prepared before the end
of the next fiscal year following the passage of this Act.
The said report shall be made public and wide distribution
shall be made of same. ].

1. Adopt rules of procedure for the conduct of its meet-
ings.

[2. Provide for a complete survey of the County govern-
ment, the scope of which shall be such as will reflect full
analysis of every phase of the governmental machinery of
the County. Said survey shall be carefully and methodi-
cally made and the report thereon shall make recommenda-
tions as to changes, if any are needed, to effect a more
efficient and economical administration. Said survey shall
be made by a professional firm having wide experience in
the field of governmental surveys and a report shall be
made public upon its findings and recommendations by not
later than the first day of February, Nineteen Hundred
and Fifty-two. Upon the filing of said report, the Board
shall conduct a series of three public hearings thereon, the
first of said hearings to be held not later than the Fifteenth
day of March, Nineteen Hundred and Fifty-two, and the
final hearing shall be had not later than the Fifteenth day
of June, Nineteen Hundred and Fifty-two. ]

2. Establish departments of the County government and
prescribe their functions.

[ 3 2. Abolish the Office of County Engineer. In lieu
thereof, the Board shall establish and direct a department
for the construction, alteration, repair and maintenance of
public roads, bridges and drains. Said department shall
be designated as the Department of Public Works. The
Department of Public Works shall have jurisdiction over
all County mechanical equipment and other public works,
County road equipment of any kind, nature or description
and personnel required. The Board shall designate the
administrator of the Department of Public Works who
shall be responsible to the Board for the proper functioning
thereof. The said Administrator shall be a duly qualified
engineer, registered and licensed in the State of Maryland.
The Board shall employ sufficient personnel for the ad-
ministration of this sub-paragraph and shall transfer quali-
fied personnel from the office of the County Engineer to
said Department of Public Works. The said Board shall
employ such professional engineering personnel as may be
