AN ACT to repeal Section 93, Article 33 of the Annotated
Code of Maryland (1951 Edition) title "Elections" sub-
title "Elections" and to re-enact without change the pro-
visions of said Section 93 correcting any doubts as to the
constitutionality of the passage of Chapter 446 of the
Acts of 1951 which enacted said Section 93.
WHEREAS, the provisions of Section 93 of Article 33 of
the 1951 Code were enacted by Chapter 446 of the Acts of
1951; and
WHEREAS, some doubt has arisen about the passage of
said Chapter 446 of 1951 specifically on the question of
whether it properly received three readings on three
separate days in the House of Delegates; and
WHEREAS, in order to correct any doubts about the
present effectiveness of said Section 93 it is desirable to
re-enact said Section without change; now therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 93, Article 33 of the Annotated
Code of Maryland (1951 Edition) title "Elections" sub-
title "Elections" be and same is repealed and re-enacted
without change to read as follows:
93. (a) Whenever, pursuant to the provisions of Sec-
tion 92 of this Article, the Board of Supervisors of Elec-
tions of any county, with the approval of the Board of
County Commissioners of such county, shall determine to
purchase voting machines, the Board of County Commis-
sioners of such county is hereby authorized and empowered
to borrow, from time to time, in such amounts as it shall
deem necessary without regard to any limitations upon its
borrowing power, money on the faith and credit of such
county and to issue bonds for the purpose of providing
funds to pay the cost of such voting machines.
(b) The bonds of each issue shall be dated, shall bear
interest at such rate or rates not exceeding four per centum
