their abutting properties, and as holding severally all
right, title and interest in said abutting properties up to
the lines of the revised streets and blocks as set out on
said Plan. Any defect in the title of any such abutting
property owner, insofar as the same may have been caused
or shall in the future be caused by uncertainty as to the
proper plan of the streets and blocks of Charlestown, is
hereby declared cured and validated to the extent that the
said lines of the revised streets and blocks on said Plan
are declared to be the proper and true lines of the prop-
erties abutting on said streets and blocks.
SEC. 2. And be it further enacted, That this Act shall
not become effective until the question has been submitted
to a referendum and approved by a majority of the per-
sons voting thereon. The Commissioners of the Town of
Charlestown shall submit the question of this Act to such
a referendum not later than August 15, 1953. Those per-
sons who are registered as voters for regular town elec-
tions in the Town of Charlestown and also those persons
who are owners of real property within the limits of the
Town of Charlestown shall have a right to vote at said
referendum election except that no person shall have a
right to vote more than once. The Commissioners of
Charlestown shall set the day and time for the said refer-
endum, give due notice thereof to the voters and property
owners in the town and conduct the referendum in all
other respects as regular town elections. There shall be
printed on the ballot the title of this Act, and underneath
said title on separate lines a square or box at the right of
and opposite the words "For New Street Lines" and a cor-
responding square or box to the right of and opposite the
words "Against New Street Lines", so that the voters
shall be able to designate by a cross-mark their choices re-
spectively for or against said question. If a majority of
the votes cast on said question shall be "For New Street
Lines", then this Act shall be in force immediately. If a
majority of the votes cast on said question shall be
"Against New Street Lines", then this Act shall be null
and void immediately and of no effect whatsoever.
SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1953.
