(House Bill 482)
AN ACT to repeal and re-enact with amendments, Article
66B, Section 4, of the Annotated Code of Maryland
(Flack's 1951 Edition), title "Zoning and Planning",
sub-title "Method of Procedure", providing for the giv-
ing of notice of changes to the property owners; to re-
peal and re-enact with amendments, Article 66B, Section
5, of the Annotated Code of Maryland (Flack's 1951
Edition), title "Zoning and Planning", sub-title
"Changes", providing that where the Planning Commis-
sion AND BOARD OF ZONING APPEALS recommends
disapproval of a proposed zoning change, a favorable
vote of three fourths A MAJORITY of all members
of the Legislative Body shall be required before such
change in the district boundary lines shall become ef-
fective; and to repeal and re-enact with amendments,
Article 66B, Section 7, of the Annotated Code of Mary-
land (Flack's 1951 Edition) title "Zoning and Planning",
sub-title "Board of Zoning Appeals", providing that the
court shall hear appeals from the Board of Appeals with-
out the intervention of a jury, and that the court may
remand for further consideration to the Board of Ap-
peals any decision of the Board of Appeals providing for
the numbering of sub-sections and other provisions de-
signed to aid in the administration of said Article.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Article 66B, Section 4, of the Annotated
Code of Maryland (Flack's 1951 Edition), title. "Zoning
and Planning", sub-title "Method of Procedure", be and
the same is hereby repealed and re-enacted with amend-
ments, to read as follows:
4. (Method of Procedure. ) The legislative body of such
municipality shall provide for the manner in which such
regulations and restrictions and the boundaries of such
districts shall be determined, established, and enforced,
and from time to time amended, supplemented, or changed.
However, no such regulation, restriction, or boundary shall
become effective until after a public hearing in relation
