SEC. 5. And be it further enacted, That the Mayor and
City Council of Cumberland is hereby authorized and em-
powered to accept from any Federal or State agency,
grants for or in aid of the construction of any project
contemplated herein, and to make such contracts contain-
ing such terms, provisions and conditions as in the dis-
cretion of the said Mayor and City Council may seem
necessary, proper or advisable for the purpose of obtain-
ing or securing grants or financial assistance from any
Federal or State agency willing to extend the same in
furtherance of any of the purposes of this Act.
SEC. 6. And be it further enacted, That any and all
Acts or parts of Acts or any part or parts of the Charter
of the City of Cumberland, Maryland, conflicting in any
way herewith is or are repealed insofar as to the extent
that the same shall so conflict, and none of the limita-
tions or restrictions on the power of the Mayor and City
Council to borrow money, or issue and sell bonds con-
tained in the Charter of said municipality or in any other
law which limits or restricts or in any other way affects
the powers herein granted, nor any of the provisions of
Chapter 630 of the Acts of 1939 of the General Assembly
of Maryland, shall be applicable thereto.
SEC. 7. And be it further enacted, That this is an
emergency law, necessary for the health, safety and best
interest of the citizens of Cumberland, and three-fifths of
the members of the General Assembly of Maryland con-
curring therein, shall take effect from the date of its pas-
sage.
