vacancy is filled by an election. The Mayor shall, at their
first meeting after each election, appoint one councilman
to be known as ((Police Commissioner, " who shall have
under his special charge the enforcement of all police regu-
lations of said town; one councilman to be known as
"Street Commissioner, " who shall have under his special
charge the supervision of streets, alleys, public grounds
and property of the town and be charged with the duty of
keeping the streets, sewers, alleys, public grounds and
property in a clean and sanitary condition and with the
enforcement of all rules, regulations and ordinances neces-
sary to these ends, and who shall determine that the con-
ditions of the grant of any franchise or privilege are com-
plied with and performed; one councilman to be known as
"Water and Light Commissioner, " who shall have under
his special charge the enforcement of all regulations with
respect to said systems including the expansion or improve-
ment of said systems where necessary for the protection
of the health or welfare of the citizens; and one council-
man to be known as "Finance Commissioner", who shall
have under his special charge the collection of all revenues
and taxes belonging to said town from whatever source
the same may be derived, and who shall be responsible for
the finances of said city or town. The Mayor shall have
general supervision over all the departments of the town
and may require full and particular information at any
time from any Commissioner as to the affairs of his de-
partment, but the Mayor shall have no power to counter-
mand any orders given by a Commissioner of any depart-
ment, or in any manner whatsoever to interfere with the
authority of any Commissioner in his own department;
but all acts of every kind and description done by any Com-
missioner in his department may be modified or annulled
by the Mayor and Councilmen as a body; and the Mayor
and Councilmen as a body may pass any orders that they
deem proper in regard to any department of the town, and
such orders shall be binding upon the Commissioner of
that Department. The said Mayor and Councilmen shall,
by a majority vote of all the members thereof, have the
power to appoint all officers and subordinates in all the
departments of the town. If the Mayor and/or any council-
man shall fail to perform any duty imposed upon him by
law, ordinance or by order of the Mayor and Councilmen
lawfully passed, the Mayor or Councilman so failing or
refusing to perform such duty may be expelled by a vote
of three-fifths of all the members of the Mayor and Town
Council, the Mayor to be considered a member of said
