MENT ENTITLED "ROAD CONSTRUCTION AND RE-
CONSTRUCTION IN THE PROPOSED TWELVE YEAR
PROGRAM" AND DATED OCTOBER 27, 1952, A COPY
OF WHICH DOCUMENT SHALL BE SIGNED ON THE
FRONT THEREOF BY THE CHAIRMAN OF THE
STATE ROADS COMMISSION AND SHALL BE FILED
WITH EACH OF THE FOLLOWING: THE SECRE-
TARY OF THE STATE OF MARYLAND, THE CLERK
OF THE COURT OF APPEALS OF MARYLAND, THE
DEPARTMENT OF LEGISLATIVE REFERENCE OF
MARYLAND, AND THE SECRETARY OF THE STATE
ROADS COMMISSION OF MARYLAND.
SECTION 8D. AND BE IT FURTHER ENACTED,
THAT FOR THE PURPOSE OF PROVIDING ADE-
QUATE ENGINEERING ADVICE AND INFORMA-
TION TO THE SEVERAL COUNTIES OF THE STATE,
THE STATE ROADS COMMISSION IS AUTHORIZED
AND DIRECTED, WHEN REQUESTED TO DO SO BY
ANY PROPER COUNTY AUTHORITY, TO SERVE IN
AN ADVISORY CAPACITY AND FURNISH ANY
COUNTY SO REQUESTING SUCH ENGINEERING AD-
VICE AND COUNSEL AS MAY BE REQUESTED RE-
LATING TO THE COUNTIES' ROAD CONSTRUCTION
AND RECONSTRUCTION PROGRAM, INCLUDING
THEIR FARM-TO-MARKET ROAD PROGRAM WITH-
OUT CHARGE TO ANY SUCH COUNTY OR AGAINST
ANY FUNDS HERETOFORE OR HEREAFTER ALLO-
CATED TO OR PARTICIPATED IN BY ANY SUCH
COUNTY. IT IS THE LEGISLATIVE INTENT THAT
IF THE COUNTIES DESIRE TO AVAIL THEMSELVES
OF ENGINEERING ADVICE AND KNOWLEDGE POS-
SESSED BY THE ENGINEERING PERSONNEL OF
THE STATE ROADS COMMISSION, RELATING TO
THEIR LOCAL ROAD PROGRAM, THAT THE COM-
MISSION SHALL FURNISH SUCH ADVICE.
SECTION 8E. AND BE FURTHER ENACTED,
THAT SECTION 20 (D) OF ARTICLE 89B OF THE
ANNOTATED CODE OF MARYLAND (1951 EDITION),
TITLE, "STATE ROADS", SUB-TITLE, "DISTRIBU-
TION AND USE OF SPECIAL FUNDS", BE AND THE
SAME IS HEREBY REPEALED AND RE-ENACTED
WITH AMENDMENTS TO READ AS FOLLOWS:
