(b). The Department of Motor Vehicles shall require
every applicant to supply information as it may deem neces-
sary as to the time of purchase, the purchase price and
other information relative to the determination of the fair
market value.

(c). The Department of Motor Vehicles shall remit all
sums collected under the provisions of this section to the
State Treasurer, who shall use and apply the same, first, to
the extent required for debt service on any outstanding
State Highway Construction Bonds [pursuant to Sections
153 to 162, inclusive, of Article 89B, ] and shall transfer
the balance thereof, if any, to the construction fund for
the State Roads Commission provided by Section 20 (e) of
said Article 89B.

(d). Certificates of title for all motor vehicles owned by
the State of Maryland or any political sub-division of the
State and for fire engines and other fire department emerg-
ency apparatus, including ambulances operated by or in
connection with any fire department, and for ambulances
held for the use of the public and owned by any bona fide
unit of a national veterans' organization and for all motor
vehicles acquired for re-sale by any registered new or used
car dealer from non-residents who are from states whose
laws do not require title registration, shall be exempt from
the tax imposed by this section.

SECTION 7A. AND BE IT FURTHER ENACTED,
THAT SECTION 156 OF ARTICLE 89B OF THE ANNO-
TATED CODE OF MARYLAND, TITLE "STATE
ROADS", SUB-TITLE "STATE HIGHWAY CONSTRUC-
TION BONDS", BE AND THE SAME IS HEREBY RE-
PEALED AND RE-ENACTED WITH AMENDMENTS
TO READ AS FOLLOWS:

156. THE COMMISSION SHALL DETERMINE THE
FORM OF THE BONDS, INCLUDING ANY INTEREST
COUPONS TO BE ATTACHED THERETO, THE DE-
NOMINATION OR DENOMINATIONS OF THE BONDS,
AND THE PLACE OR PLACES OF PAYMENT OF
PRINCIPAL AND INTEREST THEREOF, WHICH MAY
BE AT ANY BANK OR TRUST COMPANY WITHIN
OR WITHOUT THE STATE OF MARYLAND. THE
BONDS SHALL BEAR THE MANUAL OR FACSIMILE
SIGNATURES OF THE STATE TREASURER AND
THE CHAIRMAN OF THE COMMISSION AND THE
MANUAL OR FACSIMILE COUNTER-SIGNATURE OF
THE STATE COMPTROLLER, AS THE COMMISSION
