gallon, which shall include gasoline taxes imposed
under prior laws, increasing the seat-mile tax and
passenger seat tax on public passenger and public
freight motor vehicles, whether used in interstate or
intrastate transportation, increasing the fee for the
Employee's Certificate of Convenience, correcting an
error in the codification of Section 80 of Article 66½
of said Code, permitting the application of the pro-
ceeds of the Excise Tax on the issuance of certificates
of title of motor vehicles to debt service on State High-
way Construction Bonds heretofore issued and hereafter
to be issued, providing that the salary and other expenses
of the Department of Maryland State Police and the
State Police Retirement System shall not be paid from
special funds collected by the Department of Motor Ve-
hicles, thereby releasing said special funds for expendi-
ture for road purposes with other moneys provided by
this Act and providing for financing in part the plan-
ning, construction and reconstruction of the State High-
way System by the issuance and sale from time to time
by the State Roads Commission of Maryland during
the period beginning with the effective date of this Act
and ending June 30, 1968 of State Highway Construc-
tion Bonds in such amount that at no time during said
period shall there be outstanding and unpaid State High-
way Construction Bonds issued by the State Roads Com-
mission under Section 155 of said Article 89B and this
Act in excess of the principal sum of Three Hundred
Million Dollars ($300, 000, 000), said new bonds to be is-
sued to mature serially within a period of fifteen (15)
years from their dates of issue and to be payable as to
principal and interest from so much as may be necessary
of the portion of above-mentioned excise tax and from
so much as may be necessary of the share of the Motor
Vehicle Fuel Tax allocated to the State Roads Commis-
sion, not pledged to debt service on bonds previously
issued, providing that the authority to issue State High-
way Construction Bonds under Section 155 of said
Article 89B shall terminate as soon as the authority to
issue bonds hereby conferred shall first be exercised,
PERMITTING EXECUTION OF SAID BONDS IN
PART, WITH FACSIMILE SIGNATURES, REQUIR-
ING APPROVAL OF THE ISSUANCE THEREOF BY
THE BOARD OF PUBLIC WORKS AND THE SALE
THEREOF AT PUBLIC SALE, making said bonds
exempt from taxation in the State of Maryland, provid-
ing for the use of the proceeds of said bonds and for
their issuance, sale, redemption or otherwise and pro-
