(House Bill 19)
AN ACT to provide for financing the construction, re-
construction, planning and maintenance of public roads
in the State; to repeal and re-enact, with amendments,
Section 124 of Article 56 of the Annotated Code of
Maryland (1951 Edition), title "Licenses, " sub-title
"Motor Vehicle Fuel Tax; " to repeal and re-enact, with
amendments, Sections 169, 170, and 174 of Article 56
of the Annotated Code of Maryland (1951 Edition), title
"Licenses, " sub-title "Public Passenger Motor Vehicles, "
and Section 187 of said Article, sub-title "Public Freight
Motor Vehicles; " to repeal and re-enact, with amend-
ments, Sections 24 and 80 of Article 66½ of the An-
notated Code of Maryland (1951 Edition), title "Motor
Vehicles, " sub-title "Administration — Registration —
Titling; " to repeal and re-enact, with amendments, Sec-
tions 269 and 271 of Article 81 of the Annotated Code
of Maryland (1951 Edition), title "Revenue and Taxes, "
sub-title "Mileage Tax for Use and Maintenance of
Roads", to repeal and re-enact with amendments, Sec-
tion 303(e) of Article 66½ of said Code, title, "Motor
Vehicles", sub-title "Operation of Vehicles Upon High-
ways"; to repeal and re-enact, with amendments, Sec-
ROADS"; TO REPEAL AND RE-ENACT, WITH
AMENDMENTS, SECTION 28 of Article 66½ of said
Code, title "Motor Vehicles", sub-title "Administration—
Registration—Titling", and to add a new sub-title and
six SEVEN new sections to Article 89B of the said Code,
title "State Roads", said new sub-title to be "State High-
way Construction Bonds, Second Issue", to follow imme-
diately after Section 162 of said Article, and said new
sections to be designated Sections 162A to Section 162F
162G, inclusive; TO AMEND SECTION 20 (D) OF
SAID ARTICLE 89B, generally increasing the registra-
tion fees on all classes of motor vehicles RECLASSIFY-
ING CERTAIN REGISTRATIONS AND DEFINING
AND LIMITING THE RESTRICTIONS APPLICABLE
THERETO, AND RELATING TO THE EFFEC-
TIVE DATE THEREOF, imposing a license tax
with respect to motor vehicle fuel of six cents per
