(c) The person so executing said warrant of distress
shall be entitled to the same fees and poundage now or
hereafter provided by law for the levying of a warrant
of distress in Queen Anne's County.

96. (Foreclosure of Right of Redemption) The holder
of any certificate of sale, his heirs or assigns, may at any
time after the expiration of one year and one day from
the date of sale made in conformity with the Public Gen-
eral Laws of the State of Maryland, file a bill in equity
to foreclose all rights of redemption of the property to
which such certificate relates by complying with the
requirements of Sections 98 to 114, inclusive, of Article
81 of the Annotated Code of Maryland and all amendments
thereto.

97. (Alternate Method of Foreclosure. To Apply Only
Where Town Commissioners Are Purchaser. ) Whenever
the Town Commissioners have become the purchaser of
any property in the Town at a tax sale, the said Town
Commissioners are hereby empowered to institute a pro-
ceeding to foreclose the right of redemption of such prop-
erty by complying with the provisions of Sections 115 to
119, inclusive, of Article 81 of the Annotated Code of
Maryland and all amendments thereto. Whenever the
words "Mayor and City Council of Baltimore" appear in
such sections, the same shall be taken to mean "The Town
Commissioners of Centreville"; and whenever the word
"City" appears in such sections, the same shall be taken
to mean "The Town of Centreville".......

98. (Disbursements) All taxes and moneys received
by or for The Town Commissioners, its officers or any of
its departments shall only be disbursed upon checks signed
by the Town Commissioner designated Treasurer and
countersigned by one of the other Town Commissioners
in payment of debts, demands and accounts due by the
Town or any of its departments, after the same have been
duly approved and passed by the Town Commissioners.

In the event the Town Treasurer is unable to sign checks
by reason of sickness, absence or for any other reason,
then the same shall be signed and countersigned by the
two remaining Town Commissioners.

99. (Borrowing Power) (a) The Town Commission-
ers shall have, and is hereby given, express power and
authority to borrow from time to time, if and as needed,
such sum or sums of money, not to exceed in the aggre-
