have authority to levy the reasonable costs incurred by
the town, together with the expense of advertising, as a
special tax against the property. The assessment shall be
certified by the Clerk for the County Commissioners to the
County Treasurer, to be added to the annual tax bill against
the property to be collected in the same manner as ordinary
taxes are collected and subject to the same interest and
penalty for non-payment as provided by law for the non-
payment of county taxes. Such special tax shall constitute
a lien against the property from the date of the assessment
until paid.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 557
(House Bill 790)
AN ACT to legalize the 1953 Edition of the Code of the
City of Frederick containing the general and special
ordinances effective therein up to the time of compilation
and containing also those sections in Article 11 of the
Code of Public Local Laws of Maryland which comprise
the Charter of the City of Frederick, making such Code
evidence of the law as to the matters contained therein
and relating generally to its compilation and publication.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the 1953 Edition of the Code of the City
of Frederick, Maryland be and the same is hereby legalized.
Said Code shall contain the general and special ordinances
of the City of Frederick in effect at the time of compila-
tion and publication. Said Code also shall contain those
sections from Article 11 of the Code of Public Local Laws
of Maryland, which comprise the Charter of the City of
Frederick. Said Code shall contain all Public Local Laws,
which are part of the Charter of the City of Frederick in
effect at the completion of the 1953 Session of the General
