all of the bonds ever having been issued under the authority
of this Section 852B of Article 17 of the Code of Public
Local Laws of Maryland as originally enacted and as
amended, and all of the bonds hereafter issued under the
authority of said section as now enacted, to be included
in any calculation of the total amount of bonds issued
under said section, it being the intention hereof that when
there shall have been issued bonds in a total amount of
Eight Hundred Thousand Dollars ($800, 000. 00) under said
Section 852B as now amended and as heretofore enacted,
the authority to issue any bonds hereunder shall be at an
end; and

WHEREAS, In accordance with the provisions of said Sub-
section 852B (1) as originally enacted, fifty-one per cent
(51%) of the property owners within said "Fairlawn"
District have petitioned the Mayor and City Council for
the construction and operation of improvements and mu-
nicipal functions within said District, and further in ac-
cordance with provisions of said Sub-section 852B (1),
the property owners representing fifty-one per cent (51%)
of the front footage affected have petitioned the Mayor
and City Council for the construction and extension of
streets, gutters, curbing, sidewalks, and water and sewer
lines; and

WHEREAS, It is deemed to be in the interest of clarity
to make certain other amendments in and additions to said
Section 852B, said additions being in reference to assess-
ment procedure; therefore

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 852B of Article 17 of the Code of
Public Local Laws of Maryland, title "Prince George's
County", sub-title "Laurel", as said section was enacted
by Chapter 6 of the Acts of the Special Session of the
General Assembly of July 27, 1950, and as said section
was repealed and re-enacted by Chapter 248 of the Acts of
the General Assembly at its Regular Session in 1951, be
and it is hereby repealed and re-enacted, with amendments,
to read as follows:

[852B. (1) Fifty-one per cent (51%) of the property
owners, within said district, may petition the Mayor and
City Council for the construction or operation of improve-
ments or municipal functions to be made or carried on
within the boundaries of the subdivision or property hereby
added to and included within the said town. The Mayor
and City Council shall advertise in some newspaper pub-
