that no such registration plates shall be issued to any
applicant who has been convicted of any violation of this
Article involving a motor vehicle actually in motion within
a period of five years from the date of making such appli-
cation.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 659)

AN ACT to repeal and re-enact, with amendments, Section
114 of Article 77 of the Annotated Code of Maryland
(1951 Edition), title "Public Education, " sub-title
"Teachers' Retirement System, " relating to the retire-
ment benefits payable to certain retired school teachers
in Carroll County AND IN WICOMICO COUNTY.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 114 of Article 77 of the Annotated
Code of Maryland (1951 Edition), title "Public Education, "
sub-title "Teachers' Retirement System, " be and it is here-
by repealed and re-enacted, with amendments, to read as
follows:

114. (a) Any school teacher who is retired and who is
receiving any retirement benefits under the provisions of
this sub-title, where such benefits in the aggregate are less
than $100. 00 per month, shall receive an additional sum not
exceeding $25. 00 per month upon application to the County
Commissioners, and said Commissioners shall annually levy
an amount sufficient to pay such additional benefits. Pro-
vided, that this section SUB-SECTION shall apply only in
Anne Arundel [Carroll] and Cecil Counties. Provided,
also, that the sum granted to any applicant by the said
County Commissioners shall be such that when added to
whatever any such person is receiving from the Teachers'
