healthy stench, much to the discomfiture of the persons
living in that neighborhood, which causes a serious threat
to the health and welfare of the community affected; and
WHEREAS, The Grand Jury for Prince George's County,
Maryland, at its August Session, 1953, in its report to the
Judges of said County, said, among other things, as fol-
lows : "With respect to the Public Health Department, the
Grand Jurors desire to make the following comment. It
is the considered opinion of the Grand Jury that because
of certain administrative laxities within this department, a
situation has arisen in Prince George's County, specifically
in the Morningside area, of a deplorable nature. The mem-
bers of this body have made a thorough investigation of
conditions prevailing there regarding sewer and water and,
after considerable deliberation, regardless of other com-
ments of public agencies, have reached the conclusion that
'an acute emergency' exists and that the health and welfare
of the people of that community are in jeopardy and that
it should be remedied at once, or just as soon as appro-
priate legislation can be enacted. It is urged by this body
that the appropriate officials of the County take proper
steps to remedy this situation and also to prevent a recur-
rence of improper sanitary installations/'; and
WHEREAS, This situation, in the considered judgment of
the General Assembly of Maryland, represents an "acute
emergency", as that term is referred to in Section 15 of
Article 3 of the Constitution of Maryland, thereby making
this subject a fit subject for legislation at the 1954 regular
session of the General Assembly; therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 17 of the Code of Public Local Laws of Maryland
(1953 Edition), title "Prince George's County", said new
section to be known as Section 1561 A, to follow immedi-
ately after Section 1561 thereof and to be under the sub-
title "Washington Suburban Sanitary District", and to
read as follows:
1561 A. (A) The boundaries of the Washington Suburban
Sanitary District are hereby extended to include all of the
area within the municipal corporation of Morningside, as
the boundaries of said Town of Morningside are defined
and set out, from time to time, elsewhere in this Article.
(B) IN THE EVENT THAT THE PROPERTY OF THE
MORNINGSIDE WATER COMPANY, INC., IS AC-
