CHAPTER 38
(Senate Bill 75)

AN ACT to add a new section to Article 17 of the Code of
Public Local Laws of Maryland (1953 Edition), title
"Prince George's County", said new section to be known
as Section 1561A, to follow immediately after Section
1561 thereof and to be under the sub-title, "Washington
Suburban Sanitary District", adding to the boundaries of
the Washington Suburban Sanitary District the area
covered by the incorporated Town of Morningside, in the
Sixth Election District of Prince George's County AND
RELATING TO THE VALUATION TO BE PLACED
ON THE PROPERTY OF THE MORNINGSIDE
WATER COMPANY, INC., IN THE EVENT SAID
PROPERTY IS ACQUIRED BY THE WASHINGTON
SUBURBAN SANITARY DISTRICT AND RELATING
GENERALLY TO THE PROVISIONS AND CON-
DITIONS CONCERNING SAID ADDITION TO THE
BOUNDARIES OF THE WASHINGTON SUBURBAN
SANITARY DISTRICT.

WHEREAS, The Town of Morningside, located in the Sixth
Election District of Prince George's County, Maryland, is
populated by approximately 2,000 persons and contains
approximately 700 dwellings; and

WHEREAS, The said Town of Morningside is dependent
for its water supply upon water furnished by a totally
inadequate private system and is dependent upon septic
tanks to take care of its sewage facilities; and

WHEREAS, Both the water and sewage facilities have
proven grossly inadequate properly to furnish these facili-
ties so necessary to the health and welfare of said com-
munity; and

WHEREAS, Because of the nature of the soil in that
vicinity, the septic tank system is inadequate and danger-
pus and, during the hot dry spells so frequently occurring
in this section of the country, has caused the refuse and
overflow from the septic tanks to rise to the top of the soil,
bubble over and leave a very disagreeable and very un-
