construed to prevent any such Board or Council from
holding an executive session from which the public is
excluded but no ordinance, resolution, rule or regulation
shall be finally adopted at such an executive session.

ARTICLE 41.

13A. All meetings, regular and special, of the boards
or commissions in control of any department, bureau or
other agency of the Executive Department in the Govern-
ment of Maryland shall be public meetings and open to
the public at all times. Nothing contained herein shall be
construed to prevent any such board or commission from
holding an executive session from which the public is
excluded but no ordinance, resolution, rule or regulation
shall be finally adopted at such an executive session.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1954.

(Senate Bill 38)

AN ACT to add a new section to Article 63 of the An-
notated Code of Maryland (1951 Edition), title "Me-
chanics' Lien", said new section to be known as Section
51, to follow immediately after Section 50 thereof and
to be under the new sub-title "Livestock", relating to
a lien for board and other expenses for giving care and
custody to horses or other livestock and thereby re-
enacting without change the provision of Chapter 23
of the Acts of 1949 which inadvertently were omitted
from the 1951 Code.

WHEREAS, By Chapter 23 of the Acts of 1949 a new
Section 51 was added to Article 63 of the Annotated Code
relating to a lien for board and other expenses for giving
care and custody to horses or other livestock; and

WHEREAS, This section was inadvertently omitted in
the new 1951 Code; and
