Municipal", said new section to follow immediately

25 of said Code, title "County Commissioners", said new
section to follow immediately after Section 4 thereof
and to be under the sub-title "General Provisions";
and to add Section 13A to Article 41 of said Code, title
"Governor — Administrative and Executive Depart-
ments", said new section to follow immediately after
Section 13 thereof and to be under the sub-title "General
Provisions", requiring that all regular and special
meetings of the legislative body of every municipal cor-
poration in Maryland, including Baltimore City, of the
County Commissioners or the County Council of every
county in Maryland, and of every board or commission
within the Executive Branch of the Government of
Maryland shall be public meetings and open to the
public at all times.
SECTIONI. Be it enacted by the General Assembly of Maryland,
That Section 7 be and it is hereby added to Article 23A
of the Annotated Code of Maryland (1951 Edition), title
"Corporations—Municipal", said new section to follow
immediately after Section 6 thereof; that Section 4A be
and it is hereby added to Article 25 of said Code, said
new section to follow immediately after Section 4 thereof
and to be under the sub-title "General Provisions", and
to add Section 13A to Article 40 of said Code, title "Gov-
ernor—Administrative and Executive Departments", said
new section to follow immediately after Section 13 thereof
and to be under the sub-title "General Provisions", and
all to read as follows:
ARTICLE 23A.
7. All meetings, regular and special, of the legislative
body, by whatever name known, in every municipal cor-
poration in Maryland, including the City of Baltimore,
shall be public meetings and open to the public at all
times. Nothing contained herein shall be construed to pre-
vent any such body from holding an executive session
from which the public is excluded but no ordinance, reso-
lution, rule or regulation shall be finally adopted at such
an executive session.
ARTICLE 25.
4A. All meetings, regular and special, of the Board of
County Commissioners or of the County Council of any
county in this State, shall be public meetings and open to
the public at all times. Nothing contained herein shall be
