282 JOINT RESOLUTIONS
Resolved by the General Assembly of Maryland, That we
accept with gratitude the kind invitation of the members
of the Calvert County Delegation and of Captain and Mrs.
Don Smith to participate during the early autumn of
1954 in a pilgrimage to Calvert County, once the meeting
place of this Assembly; and be it further
Resolved, That with pride and affection, we congratulate
our friends and neighbors of the County of Calvert, for
an achievement that is all too rare in the history of man-
kind : three centuries of community life and effective free
government.

(House Joint Resolution 4)
House Joint Resolution requesting the Governor and the
Director of the Budget to submit the fiscal program and
supporting documents to the members of the General
Assembly prior to the convening of the General Assembly
in the Budgetary Sessions in even years.
WHEREAS, the members of the General Assembly are
anxious to make the best possible use of their time for the
study of budgetary and financial problems at the thirty-day
sessions which convene in even years; and
WHEREAS, it would be most helpful to the members of
the General Assembly if they were enabled to have the
Governor's budget and fiscal program prior to the con-
vening of the General Assembly in even years in order to
increase the time during which they might study these pro-
grams ; and
WHEREAS, it is required by the Constitution that in the
ninety-day sessions of the General Assembly which convenes
in January that the Governor must submit his budget and
fiscal program by the 20th day of January; and
WHEREAS, without requiring any further work or increas-
ing the burden upon the Governor and the Budget Director,
