sale or is in furtherance of a commercial enterprise to
which such transportation is incidental.
(h) Nothing herein shall be construed to limit the power
and authority of incorporated cities and towns to adopt
reasonable traffic regulations, including the designation of
streets and the power to prohibit the use of certain streets
or the parking of vehicles thereon where such use or such
parking of vehicles may menace the public safety or unduly
congest traffic.
SEC. 2. And be it further enacted, That all laws or parts
of laws inconsistent herewith, whether general or local, are
hereby repealed t6 the extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1954.

AN ACT to repeal and re-enact, with amendments, Section
22. (a) (4) of Article 66 1/2 of the Annotated Code of
Maryland (1951 Edition), title "Motor Vehicles", sub-
title "Administration — Registration — Titling", pro-
viding an exception from the motor vehicle registration
laws for certain blinded veterans.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 22. (a) (4) of Article 66 1/2 of the
Annotated Code of Maryland (1951 Edition), title "Motor
Vehicles", sub-title "Administration — Registration — Tit-
ling", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

ment of the United States, State of Maryland, or any city,
