(House Bill 76)
AN ACT to repeal and re-enact, with amendments, Section
14 of Article 62 of the Annotated Code of Maryland
(1951 Edition), title "Marriages", increasing the fees
for marriage licenses issued to certain parties in Balti-
more City.
WHEREAS, the Office of the Clerk of the Court of Common
Pleas in Baltimore City turns over to the State Treasury
any excesses in fees collected over the expenses of operating
the office; and
WHEREAS, the Office is currently operating at a deficit
because of recent increases in expenses; and
WHEREAS, it is desirable to increase the fees for marriage
licenses in order to eliminate the operating deficit; and
WHEREAS, the fact that a deficit in this Office must be
made up by the State Treasury and the fact that any sur-
plus in operating revenue must be turned over to the State
Treasury make this change a budgetary and revenue mat-
ter which may properly be considered at a session of the
General Assembly in even years; now therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 14 of Article 62 of the Annotated
Code of Maryland (1951 Edition), title "Marriages", be
and it is hereby repealed and re-enacted, with amendments,
to read as follows:
14. When one or both parties are residents of the State
of Maryland, the Clerk of the Court shall receive Two Dol-
lars for every license issued as aforesaid and for the per-
formance of the other duties required by this Article; where
